Today is the twelfth anniversary of the disappearance of Jocelyn Emelia Turcios. She was abducted by her non-custodial mother, Sandra Gutierrez from Franklin, Tennessee. They may still be in the local area, or may have traveled to Tampico, Mexico through the Brownsville, Texas area.
